Residence Hall Policy
Students are considered adults and University-student relations are founded on this principle. All residence hall students are governed by the University Student Conduct Code. The regulations and the judicial process by which a case is heard and settled are described in the code itself. The regulations which follow pertain specifically to residence hall living, whenever you are on the grounds or within the residence hall system. If you violate any of these regulations, your case will be handled by the University, either through an administrative process or through a student judicial board.
Any student offense not covered by residence hall regulations which would endanger the safety or well-being of other residents or the residence hall system (e.g., tampering with mechanical or fire alarm/safety systems, disorderly conduct, weapons) could result in your interim suspension from the residence hall or relocation to another residence hall.
Specific regulations that pertain to residence hall living in particular, and that allow for local adjudication through administrative processes or student judicial board are outlined below.
NOTE: All disciplinary sanctions must be completed within two weeks of notification. Failure to comply within this time period will result in the imposition of the non-compliance sanctions specified in the table above.
University of Minnesota, Crookston Parental Notification Policy
The Director of Residential Life or designee may notify the parents or legal guardians' of students when the health and well being of a student is determined to be at risk. This includes:
-suicide situations or when students are doing harm to themselves:
-when students are missing and their whereabouts are unknown;
-when students are hospitalized; or,
-when students are incapacitated requiring EMTs to be called to the scene.
The University reserves the right not to notify parents or legal guardian.

Furthermore, it is the responsibility of individual residents to know, understand, and comply with existing State and local statutes, codes and regulations relating to the possession and consumption of alcoholic beverages. Violators of the regulations must accept full individual responsibility for their actions and cannot expect the university to provide them with immunity from civil or criminal prosecution.
Alcohol Policy
The possession and consumption of alcohol beverages and/or possession of alcohol containers
is not permitted on University premises, which include the grounds, residence halls and parking lots. Displays
of beer cans or liquor bottles are not permitted. Students do not need to be in possession of nor
consuming alcohol to be held responsible for their actions. If students are in the presence of others
violating the alcohol policy, they are subject to disciplinary consequences. It is strongly recommended that
students distance themselves from policy violators or contact a Resident Adviser. Residents violating the
alcohol policy will be referred for disciplinary action.

Residential Life Controlled Substance Policy
Controlled Substances
The possession and/or use of any controlled substance is strictly prohibited on campus. Controlled substances are defined as any substance deemed illegal to possess and/or distribute. Controlled substances include but are not limited to the categories of: stimulants, depressants, hallucinogens, narcotics and intoxicants. Under this policy a student will lose their privilege to reside on campus, will be referred to the Campus ATOD Coordinator, and the Crookston Police Department will be contacted.
Students will also be found in violation of the controlled substances policy when intangible evidence such as odor is discovered. Under this policy a student will be placed on conduct probation with subsequent violations resulting in removal from the residence halls, will be referred to the campus ATOD Coordinator, and the Crookston Police Department will be notified.

Sleep/study hours:
10:00 p.m. to 8:00 a.m., Sunday through Thursday
12:00 a.m. to 10:00 a.m., Friday and Saturday
Warnings may be given to residents to inform them that the noise level is too loud. Warnings do not have to be given after 10 p.m. Fines will be given to those who do not respect the policy.
Guests
Residents are responsible for the use of their room and for any guests and their guests’ behavior while the guests are in the building or on hall property. The University may bring disciplinary action against any resident for his/her guests’ violation of policies such as noise, alcohol possession, or damages. The decision to have an overnight guest and visitation of the opposite sex must be mutually agreed upon with your roommate. Guests may be invited to spend a maximum of four nights per semester and no longer than two
consecutive nights at any one time. This includes on and off campus students. You may have guests overnight in your room but they must register for the length of their stay. Guests are to be registered with Resident Adviser on duty or at the Centennial Front Desk by 10:00 p.m. that evening. Failure to register your guest will result in disciplinary sanctions.
Disorderly Conduct
Disorderly conduct within or immediately surrounding the residence hall is not permitted. You are guilty of disorderly conduct if you do any of the following in a public or private place: a) engage in brawling, fighting or prank activities; b) disturb an assembly or meeting not unlawful in its character; c) use offensive, obscene or abusive language, or engage in conduct that would reasonably tend to arouse alarm, anger or resentment in others; or d) threaten, harass, sexually harass or endanger the health, safety or welfare of a member
of the University community. Participants are guilty of disorderly conduct when they assemble to: a) commit or intend to commit any unlawful act by force; b) carry out or plan to carry out any purpose in such a manner as will disturb or threaten the public peace, even without unlawful purpose; c) conduct themselves in a disorderly manner so as to disturb or threaten the public peace, even without unlawful purpose. It is forbidden to vandalize, damage or destroy University or personal property or create a condition that requires clean-up. No sports are to be played in public areas, private rooms or hallways including in-line skating and bicycle riding.
Fire Regulating
Tampering with any fire alarm mechanism or fire extinguishers, signs and designations of the overall fire alarm system in the building will not be allowed. Do not hang items from sprinkler pipes or fixtures. These are violations which may result in immediate dismissal from the hall as well as possible legal action. CANDLES and incense are prohibited and will be confiscated immediately and without warning. Halogen lights and candle warmers
are prohibited. No live Christmas Trees may have lights displayed upon them.
Explosives
Possession or explosion of firecrackers, fireworks, or any other explosive material that may create a safety or fire hazard is not allowed. Motorized vehicles may not be stored within or brought through the residence hall.
Weapons
Possession of guns, ammunition or weapons including but not limited to knives, darts, foils and swords are not allowed in student rooms or anywhere on residence hall premises. During hunting season weapons must be checked in and stored with the Residential Life Office in Centennial. Contact your RA or Residential Life Office for complete guidelines.
Room Door Posting Policy
No more than 1/3 of a room door may be covered with decorative materials. Harassing and discriminative materials will not be permitted to be posted.
Pets
Animals or pets are not permitted in the residence hall (fish in aquariums are
the only exception).
Hazardous Appliances
Having hazardous electrical appliances with open heating elements, cooking appliances or open flames is strictly prohibited; this includes toaster ovens and space heaters. Large appliances are not permitted in individual rooms, including air conditioners, freezers and full sized fridges not provided by the University. Extension cords are allowed but are not allowed to run under floor mats.
P2P (Peer to Peer) Policy
UMC has a few policies that make it unlawful to use P2P:

Excessive bandwidth use interferes with the educational use of our networks and must be controlled.

a) No computers in the dorms may be “servers”, that is they may not run web services or other file sharing programs. Exemptions are available where needed for courses requiring this, and will be issued on a per-course basis, applying only for the period that the student is in that course, and only for course material. Caution: most software which allows you to download music or other media from the internet also uses your computer to share your files with others, in this mode this software is prohibited, but may be used if the only
use is downloading and not file-sharing.
Programs such as Limewire, Kazaa, Morpheus, WinMX, Xolox, and Bearshare utilize
P2P to share music (mp3 files) and videos WITHOUT people paying for them. P2P programs share your music and video files whether or not you are downloading music or running the program, whether or not you are at your computer, whether or not you intend to share these particular files. Most people intended to download music but were not aware that hundreds of people world-wide are downloading from THEM. LEGAL music sites which we promote: ITunes, and Ruckus, but they charge up to $.99 cents/song, or have a subscription rate to belong.
The problem with the P2P programs is that some users do not really try to understand the settings and they do not turn off the sharing component. These programs are written with the intention for users to download and then automatically share their files. It’s in the agreement that most people click “accept” without reading. Some of the programs automatically turn back to sharing after they trick you into an update. When these programs are “serving up files”, it causes spikes in the network, reducing bandwidth for other users. Also, your computer turns into a “server”, which is also against UMC network policy.
The TC & Duluth campuses give you one shot at ignoring their policies, and then you’re cut off from the network indefinitely.
Residence Hall Printers
Excessive use of community printers for non-academic use will result in a disorderly conduct violation.
No Smoking
UMC residence halls and apartments are entirely smoke free. If you choose to smoke outside, you must be 25 feet away from any building. Violation of this policy will result in disorderly and fine will be imposed.
Illegal Entry
Illegal, improper, or unauthorized entry is not permitted into contract
holders’ rooms (by other contract holders), storage closets, the food service,
housekeeping maintenance/kitchen areas, reception desk areas, administrative
offices and student service rooms.
Screens
Screens are not to be removed from residence hall windows. Violation of this policy will result in disorderly and fine will be imposed.
Identification
Refusal to identify oneself, falsely identifying oneself, or failure to comply with a proper order when requested by an authorized residence hall official is not permitted. Failure to comply will result in disorderly, fine imposed and removal from halls.
Tampering
Tampering with any mechanical or electrical units within the residence hall is not allowed.
Unauthorized Possession
Taking or unauthorized possession of goods belonging to other contract holders or the residence hall (e.g., lounge furniture), is not allowed. (Food - not specifically designed as a carryout item - if removed from the dining area is considered unauthorized).
Soliciting
Conducting or soliciting business in the residence hall is not permitted.
Personal Items
Residents are responsible for removing or disposing of, if necessary, any personal items they add to their rooms during the year. This includes any furniture they add or any bed lofting structures they build. Waterbeds are not allowed. A $25 service fee will be charged for personal items left upon check-out. University furnishings must remain in the room that it is originally from.
Lofting Beds
Residential Life has lofting kits available for rental. Individuals constructing their own lofts need to make safety a priority. Lofts found to be unsafe will be required to be removed.
University furnishings must remain in your room.
Restroom Facilities
Restroom Facilities: Males are not allowed to use restrooms assigned to females and females are not allowed to use male restrooms.
Snowmobiles
Snowmobiles can be parked in UMC parking lots and also in a designated area located to the east of the Skyberg service road, near lot D reserved. Snowmobiles can be parked near the tree line and if owners wish to secure them, they may secure them to the large trees. Please remember that common sense rules when operating a snowmobile on campus will be enforced. Keep off the lawns and away from buildings and sidewalks.
